Consulting - Physical security risk analysis

The physical security risk analysis is a mandatory document that assesses the threats and vulnerabilities of a premises in order to establish adequate protection measures, such as the number of security guards and the necessary technical equipment. It must be carried out in accordance with Law no. 333/2003, and its absence is sanctioned by a fine. The process involves identifying risks, assessing their probability and impact, calculating the level of risk, and developing strategies to minimize or eliminate them.

What risk analysis involves

• Identifying risks:

  The institution's specific vulnerabilities are analyzed, such as risks of theft, unauthorized entry, vandalism, or other unforeseen events.

• Assessing probability and impact:

  Each threat is evaluated based on how likely it is to occur and the consequences it would have on the institution's assets, people, and activities.

• Determining the risk level:

  Based on the assessment, a risk level is established for each threat.

• Establishment of security measures:

  Concrete solutions are proposed, such as a security plan (with the number of guards, their positions, etc.) and security equipment, to reduce the identified risks.

• Implementation and monitoring:

  The established measures are implemented, and security is continuously monitored.

Obligations and sanctions

• Mandatory:

  The analysis is mandatory for public institutions, except for those in the defense, public order and national security system.

• Legal basis:

  Law no. 333/2003, GD no. 301/2012 and other instructions of the Ministry of Internal Affairs are relevant normative acts.

• Sanctions:

  Failure to comply with the obligation to carry out the risk analysis is sanctioned with misdemeanor fines between 5,000 lei and 20,000 lei.

Review of the risk analysis

• The risk analysis must be reviewed at least once every 3 years.
• In the event of a security incident, the analysis must be redone within a maximum period of one month.
